WASHINGTON — Today, the U.S. Department of the Treasury announced the approval of $156.7 million for high-speed internet projects in Oregon under the American Rescue Plan’s Capital Projects Fund (CPF), which the state estimates will connect approximately 17,195 homes and businesses to affordable, high-speed internet as a part of President Biden’s Investing in America agenda. A key priority of the CPF program is making funding available for broadband infrastructure to expand economic opportunities and provide internet connectivity in communities with unmet needs.

“The pandemic upended life as we knew it and exposed the stark inequity in access to affordable and reliable high-speed internet in communities across the country, including rural, Tribal, and other underrepresented communities,” said Deputy Secretary of the Treasury Wally Adeyemo. “This funding is a key piece of the Biden-Harris Administration’s historic investments to increase access to high-speed internet for millions of Americans and provide more opportunities to fully participate and compete in the 21st century economy.”

“I know firsthand from town halls throughout our state how Oregonians want, need and deserve modern connections to high-speed internet. That’s why I worked with my colleagues to ensure that the American Rescue Plan included this funding, so that rural states could invest in the infrastructure they need to get homes and families connected,” Senator Ron Wyden said. “This $149 million federal investment in broadband infrastructure will ripple out throughout communities to grow our economy.”

CPF provides a total of $10 billion to states, territories, freely associated states, and Tribal governments to fund critical capital projects that enable work, education, and health monitoring. In addition to the $10 billion provided by CPF, many governments are putting a portion of their State and Local Fiscal Recovery Funds (SLFRF) toward meeting the Biden-Harris Administration’s goal of connecting every American household to affordable, reliable high-speed internet. Together, these American Rescue Plan programs and the Bipartisan Infrastructure Law are working in tandem with President Biden’s Investing in America agenda to close the digital divide – deploying high-speed internet to those without access and lowering costs for those who cannot afford it.

Oregon is approved to receive $149 million for broadband infrastructure projects, which the state estimates will connect approximately 17,195 homes and businesses to affordable, high-speed internet. The state’s allocation will fund the Oregon Broadband Deployment Program (BDP), a competitive grant program designed to fund last-mile broadband infrastructure in areas of the state lacking internet speeds of 100/20 Mbps. The program will prioritize projects that will provide service to those locations currently lacking service that reliably meets 10/1 Mbps. Along with approximately $7.7 million for administrative purposes, the plan approved by the Treasury Department today represents 100% of the state’s total allocation under the Capital Project Funds program.

In accordance with the Treasury Department’s guidance, each state’s plan requires service providers to participate in the Federal Communications Commission’s (FCC) new Affordable Connectivity Program (ACP). The ACP, funded by President Biden’s Bipartisan Infrastructure Law, helps ensure that households can afford high-speed internet by providing a discount of up to $30 per month (or up to $75 per eligible household on Tribal lands). Experts estimate that nearly 40% of U.S. households are eligible for the program.

To further lower costs, President Biden and Vice President Harris announced last year that the Administration had secured commitments from 20 leading internet service providers—covering more than 80% of the U.S. population—to offer all ACP-eligible households high-speed, reliable internet plans for no more than $30 per month. As a result of this agreement and the ACP, eligible households can receive internet access at no cost and can check their eligibility and sign up at GetInternet.gov. Already, President Biden’s Investing in America agenda has delivered affordable, high-speed internet to over 20 million American households, through these CPF investments funded by the American Rescue Plan, and through the Affordable Connectivity Program funded by the Bipartisan Infrastructure Law.

WASHINGTON — Today, the U.S. Department of the Treasury announced the approval of $158 million in federal funds for broadband infrastructure and multi-purpose community facility projects in Puerto Rico under the American Rescue Plan’s (ARP) Capital Projects Fund (CPF), part of President Biden’s Investing in America Agenda. Today’s announcement includes two funding plans: $85.7 million for broadband infrastructure, and $64.7 million for multi-purpose community technology centers / “Centros Tecnológicos,” which will bring connectivity to Puerto Rico communities for years to come.  The remainder of the funds (approximately $8 million) will be used by Puerto Rico to administer the programs.

“One of our first tasks at the Treasury Department involved prioritizing equity in our pandemic recovery efforts – not just to return to the status quo, but to ensure communities like those in Puerto Rico benefited from structural, long-term investments to help spur economic development beyond pandemic recovery,” said Deputy Secretary of the Treasury Wally Adeyemo. “This was done particularly through our implementation of the American Rescue Plan, including the Capital Projects Fund. Puerto Rico is approved to receive $85.7 million to improve the resiliency, reliability, and speed of the island’s high-speed internet access. This funding will specifically promote the Puerto Rico Submarine Cable Resiliency (PRSCR) Program, which will construct a new submarine fiber route to the island of Puerto Rico from the Dominican Republic and the U.S. Virgin Islands and create three new cable landing stations on the island’s coastlines. Puerto Rico will invest an additional $64.7 million of CPF funding in the Puerto Rico Multi-Purpose Community Technology Center Program, which seeks to create multi-purpose community technology centers / “Centros Tecnológicos” in areas across Puerto Rico where the public can access high-speed internet, use on-site devices, borrow devices for at-home use, have access to educational opportunities in technology, digital learning, work remotely, and access healthcare services. Together with their administrative funding, these projects represent 100 percent of the territory’s total allocation under the CPF program.

The Treasury Department began announcing state awards in June 2022. To date, CPF has awarded nearly $8 billion for broadband, digital technology, and multi-purpose community center projects in 47 states and three territories. These states and territories estimate that the broadband investments will reach over two million locations, in addition to the tens of thousands of individuals who will be served annually by connected multi-purpose community facilities. CPF is one of many initiatives the Treasury Department has taken to invest in Puerto Rico’s economic development under the Biden-Harris Administration. The ARP broadened tax benefits at an unprecedented scale by permanently expanding the Child Tax Credit (CTC) in Puerto Rico, delivering direct assistance to more than 250,000 families in 2022, a six-fold increase over the prior year, with an average benefit of $4,700 per family. Earlier this year, Puerto Rico was approved for up to $109 million in State Small Business Credit Initiative (SSBCI) funds, a small business program reauthorized and expanded under the ARP. And in April, Deputy Secretary Adeyemo and Vice President Harris announced grant awards through the Treasury Department’s Community Development Financial Institutions Fund’s (CDFI Fund) Equitable Recovery Program, which included many awards to community development financial institutions (CDFIs) that have strong track records of lending to Latino borrowers and in majority minority census tracts. A key part of those ERP awards includes 70 grants totaling $226 million to CDFIs in Puerto Rico – the largest infusion of ERP funding to any single state or territory.

Today’s announcement includes two funding plans: $77.5 million for broadband infrastructure, which the state estimates will connect 15,000 homes and businesses; and $85 million for multi-purpose community facilities, which will bring connectivity to Ohio communities for years to come.

WASHINGTON — Today, the U.S. Department of the Treasury announced the approval of $119.9 million in federal funds for broadband infrastructure projects in Montana and $68.3 million for multi-purpose community facility projects in North Dakota under the American Rescue Plan’s Capital Projects Fund (CPF), part of President Biden’s Investing in America Agenda. A key priority of the CPF program is expanding economic opportunities and providing internet connectivity in communities with unmet needs. Already, President Biden’s Investing in America agenda has delivered affordable, high-speed internet to 18 million American households, through the CPF funded by the American Rescue Plan, and through the Affordable Connectivity Program funded by the Bipartisan Infrastructure Law.

“Digital connectivity is central to expanding economic opportunity in communities across the country,” said Deputy Secretary of the Treasury Wally Adeyemo. “This funding is a key piece of the Biden-Harris Administration’s historic investments to increase access to high-speed internet for millions of Americans and provide more opportunities to fully participate in the 21st century economy.”

“As a third-generation farmer living in a rural area, I’m no stranger to the challenges Montanans face when their community lacks reliable, high-speed internet access,” said U.S. Senator Jon Tester. “Since I came to the U.S. Senate, I’ve been working to increase high-speed internet connectivity across our state so that folks in rural Montana don’t fall through the cracks. That’s why I fought for this funding in the American Rescue Plan, and I’m proud to see these federal dollars finally going to projects that will serve every corner of the Treasure State.”

The CPF provides a total of $10 billion to states, territories, freely associated states, and Tribal governments to fund critical capital projects that enable work, education, and health monitoring. In addition to the $10 billion provided by the CPF, many governments are putting a portion of their State and Local Fiscal Recovery Funds (SLFRF) toward meeting the Biden-Harris Administration’s goal of connecting every American household to affordable, reliable high-speed internet. Together, these American Rescue Plan programs and the Bipartisan Infrastructure Law are working in tandem with President Biden’s Investing in America agenda to close the digital divide – deploying high-speed internet to those without access and lowering costs for those who cannot afford it.

In accordance with the Treasury Department’s guidance, each state’s plan requires service providers to participate in the Federal Communications Commission’s (FCC) new Affordable Connectivity Program (ACP). The Affordable Connectivity Program, funded by President Biden’s Bipartisan Infrastructure Law, helps ensure that households can afford high-speed internet by providing a discount of up to $30 per month (or up to $75 per eligible household on Tribal lands). Experts estimate that nearly 40% of U.S. households are eligible for the program.

To further lower costs, President Biden and Vice President Harris announced last year that the Administration had secured commitments from 20 leading internet service providers—covering more than 80% of the U.S. population—to offer all ACP-eligible households high-speed, reliable internet plans for no more than $30 per month. As a result of this agreement and the ACP, eligible households can receive internet access at no cost and can check their eligibility and sign up at GetInternet.gov.

The Treasury Department began announcing state awards in June 2022. To date, CPF has awarded nearly $7 billion for broadband, digital technology, and multi-purpose community center projects in 42 states. States estimate that the broadband investments will reach more than 1.94 million locations, in addition to the thousands of individuals who will be served annually by connected multi-purpose community facilities. The Treasury Department will continue approving state and Tribal plans on a rolling basis.

The following descriptions summarize the Montana and North Dakota plans that Treasury approved today:

  • Montana is approved to receive $119.9 million for broadband infrastructure through the ConnectMT program, which the state estimates will serve 61,100 locations. The ConnectMT program is a competitive broadband grant program designed to fund broadband infrastructure projects in areas that currently lack access to reliable internet. ConnectMT prioritizes last mile fiber-to-the-home projects that will provide residents with affordable, high-speed internet. The plan approved by the Treasury Department today represents 100% of the state’s total allocation under the CPF program.
  • North Dakota is approved to receive $68.3 million for North Dakota’s Career and Technical Education (CTE) Multi-Purpose Community Facility Grant Program, a competitive grant program that will provide funding to establish CTE centers. CTE centers will expand educational and career offerings to post-secondary school students and adult learners as well as provide expanded access to telehealth in areas of North Dakota where these services are limited. North Dakota estimates this program will use today’s award to fund at least 12 CTE centers, serving more than 20,000 individuals annually. In addition to the broadband infrastructure plan approved last month, North Dakota has now received 100% of its total CPF allocation.

A key priority of the CPF program is making funding available for broadband infrastructure, advancing President Biden’s goal of affordable, high-speed internet for everyone in America. Already, President Biden’s Investing in America agenda has delivered affordable high-speed internet to 17 million American households through the CPF funded by the American Rescue Plan, and through the Affordable Connectivity Program funded by the Bipartisan Infrastructure Law, saving each household at least $30 per month and supporting one of the strongest and fastest economic recoveries in history.

“The pandemic upended life as we knew it and exposed the stark inequity in access to affordable and reliable high-speed internet in communities across the country, including rural, Tribal, and other underrepresented communities,” said Deputy Secretary of the Treasury Wally Adeyemo. “This funding is a key piece of the Biden-Harris Administration’s historic investments to increase access to high-speed internet for millions of Americans and provide more opportunities to fully participate and compete in the 21st century economy.”

In addition to the $10 billion provided by the CPF, many governments are using a portion of their State and Local Fiscal Recovery Funds (SLFRF) toward meeting the Biden-Harris Administration’s goal of connecting every American household to affordable, reliable high-speed internet. Together, these American Rescue Plan programs and the Bipartisan Infrastructure Law are working in tandem with President Biden’s Investing in America agenda to close the digital divide – deploying high-speed internet to those without access and lowering costs for those who cannot afford it.

Mississippi is approved to receive $151.5 million for broadband infrastructure projects, which the state estimates will connect approximately 47,300 homes and businesses to affordable, high-speed internet. Mississippi’s funding will go to the Broadband Expansion and Accessibility of Mississippi (BEAM) fund, a new competitive grant program designed to fund three types of broadband investments: large scale projects, line extensions, and community based broadband projects. The BEAM fund will prioritize last-mile fiber applicants for the large scale and line extension projects, and will prioritize high-speed, reliable internet to downtown commercial areas for community based broadband projects. The plan approved by the Treasury Department today represents 93% of the state’s total allocation under the Capital Project Funds program. Mississippi submitted plans for the remainder of their CPF funds and these plans are currently under review by the Treasury Department.

In accordance with the Treasury Department’s guidance, each state’s plan requires service providers to participate in the Federal Communications Commission’s (FCC) new Affordable Connectivity Program (ACP). Already, President Biden’s Investing in America agenda has delivered affordable, high-speed internet to 17 million American households, through the CPF funded by the American Rescue Plan, and through the Affordable Connectivity Program funded by the Bipartisan Infrastructure Law.

The following descriptions summarize the Idaho and Delaware plans that Treasury approved today:

  • Delaware is approved to receive $65.9 million for Delaware’s Multi-Purpose Community Facility Program, which will provide funding for the construction and renovation of 29 nonprofit community facilities selected through a competitive grant process. These facilities will provide services or activities that directly enable work, education, and health monitoring in towns and cities with unmet needs across the state’s three counties. For example, they will help connect youth with job trainings and opportunities, provide services for homeless individuals, provide support for children and adults with disabilities, and offer public Wi-Fi access and health services for seniors. The plan approved by the Treasury Department today represents 58% of the state’s total allocation under the CPF program.
  • Idaho is approved to receive $120 million for broadband infrastructure, which the state estimates will serve 35,000 locations. The Idaho Broadband Advisory Board (IBAB) Broadband Infrastructure Grant – CPF (BIG-CPF) is a competitive grant program designed to bring reliable broadband infrastructure to areas lacking access to internet with speeds of at least 100/20 Mbps. Building off previous CARES Act investments in broadband, Idaho will prioritize fiber investments aiming to connect the greatest number of households to high-speed internet. The plan approved by the Treasury Department today represents 93% of the state’s total allocation under the CPF program.
