A report commissioned by Multnomah County, Oregon, and the cities of Fairview, Gresham, Portland, Troutdale and Wood Village,https://www.bbcmag.com/breaking-news/six-oregon-municipalities-partner-to-complete-a-fiber-feasibility-study found that a digital divide still exists in the county. Despite a high number of Internet connections in the region, 13% of low-income residents do not have access to the Internet. Furthermore, low-income residents that do have broadband Internet often pay the same rate as high-income residents. The report adds that four out of 10 people say they can afford current Internet costs. The report says there is strong interest in closing the digital divide in Multnomah County and for the creation of a government-owned network.
